Housing. It’s a human right.

The Shift works with governments, communities, civil society, and advocates around the world to challenge the financialization of housing and advance the right to adequate housing as a binding legal obligation. We produce research and develop legal and policy frameworks, provide technical assistance to governments, build capacity with grassroots organizations, and engage investors and policymakers to align housing systems with human rights standards. We work across the full spectrum of the housing crisis, from corporate capture and homelessness to climate, because these are not separate problems. They are deeply interconnected, and they require the same fundamental shift.

The Shift was founded by Leilani Farha and Julieta Perucca in May 2020, in partnership with the UN Office of the High Commissioner for Human Rights and United Cities and Local Government. Leilani, a lawyer and former UN Special Rapporteur on the Right to Adequate Housing, founded The Shift out of a conviction that grew impossible to ignore: that the people making housing policy and the people suffering its consequences were living in entirely different realities.

She understands home not as a policy category or financial asset but as the foundation from which people build stable, dignified lives, and that understanding is what drives The Shift’s work. Julieta brings deep expertise in international human rights law and has been central to The Shift’s work since its founding. Together, they lead an organization built to end the housing crisis by restoring the true purpose of home.

A law graduate from the University of Maastricht, with a degree in International and European Law, and a Political Science degree from the University of Ottawa, Julieta is an experienced researcher and human rights activist.

Is The Shift a charity, an NGO, or something else?

The Shift operates as an international advocacy and research organization. It connects and mobilizes individuals, organizations, and governments working toward the right to housing, supporting this work through research, campaigns, policy development, and direct consultation. The Shift is not a housing provider; its work is at the level of systems change, policy advocacy, and public mobilization.

Who does The Shift work with?

The Shift works across sectors with anyone committed to advancing the right to housing, though the nature of that work differs depending on who we’re working with.

With governments, we provide policy consultation, human rights frameworks, guidance documents, and direct technical support; helping cities and national governments translate their commitments into concrete, rights-based action on housing and homelessness.

With investors and financial actors, we develop tools, like our Investor Guidelines, that lay out what it means to invest in housing in a way that respects human rights. We engage with those who want to align their capital with meaningful change, rather than contribute to the crisis.

With grassroots organizations and community advocates, we amplify local movements and connect them to international human rights frameworks. The Shift exists to support the growing global movement for housing justice; not to replace or lead it.

With researchers, academics, lawyers, and civil society organizations, we co-produce research, reports, and advocacy strategies that build the evidence base for housing as a human right.

We do not provide housing, shelter, or direct services to individuals. We are also not able to assist with personal legal disputes involving housing, such as eviction proceedings or landlord-tenant matters. Our work is at the level of systems, policy, and advocacy; working to change the conditions that create housing inadequacy in the first place. If you need direct support, we encourage you to reach out to local housing organizations, legal clinics, or tenant advocacy groups in your area.

 

Can The Shift provide expert commentary or research for policy processes?

Yes. The Shift has contributed to national and international policy processes, including UN mechanisms, parliamentary hearings, and municipal government consultations.
